China and Saudi Arabia Deepen Full Industrial Chain Cooperation on Digital Infrastructure

In mid-July, the Minister of Communications and Information Technology of Saudi Arabia led a high-level delegation to China and held high-level meetings with China’s Ministry of Industry and Information Technology. The two sides finalized an in-depth cooperation plan covering the full industrial chain of digital infrastructure, jointly advancing the Digital Silk Road and the digital transformation goals of Saudi Vision 2030. The cooperation spans the complete industrial ecosystem. On hardware, the two sides will advance localized deployment of 5G base stations, submarine optical cables, satellite manufacturing and hyperscale data centers. In 2026, the EU Carbon Border Adjustment Mechanism (CBAM) officially entered the full charging phase, making low-carbon trade barriers a mandatory rule for global industrial product exporters. This round of policy updates imposes carbon tariffs on high-energy-consuming products including aluminium, steel, cement and chemicals. The EU also stipulated that downstream deep-processed aluminium goods will be covered by CBAM starting from 2028, exerting profound impacts on China’s foreign trade sectors such as aluminium foil and metal products. EU importers are required to declare the embedded carbon emissions of imported goods annually and purchase sufficient CBAM certificates for settlement. Recently, China and Egypt held their first special talks on satellite network coordination with representatives from competent authorities of both sides in attendance. In-depth consultations were carried out on core topics including the Beidou Navigation Satellite System, orbital frequencies of communication satellites and satellite data applications, reaching a number of cooperation consensuses.
