In 2026, the EU Carbon Border Adjustment Mechanism (CBAM) officially entered the full charging phase, making low-carbon trade barriers a mandatory rule for global industrial product exporters. This round of policy updates imposes carbon tariffs on high-energy-consuming products including aluminium, steel, cement and chemicals. The EU also stipulated that downstream deep-processed aluminium goods will be covered by CBAM starting from 2028, exerting profound impacts on China’s foreign trade sectors such as aluminium foil and metal products.

EU importers are required to declare the embedded carbon emissions of imported goods annually and purchase sufficient CBAM certificates for settlement. Failure to comply will result in cargo detention and heavy fines. Aluminium produced with thermal power generates far higher carbon emissions than hydropower aluminium made in the EU, significantly lifting overall export costs to Europe and pushing the whole industrial chain toward low-carbon transformation.
